4.06 invalid cookie login problem

after upgrading several sites to 4.06 these clients have problems logging in. We reset passwords but they can’t get past the login page with the error message invalid cookie.

I have have not been able to reproduce this on my Macs and Parralells Windows. Has anybody come across this problem? Or is it user error?
