What is a wraptag?

Lots of discussion about it, but I can’t find anywhere that tells me what it is. Google, here…. I’m sure it’s easy and simple but I don’t get it.

That helps… I tinkered around with it and got something I wanted for a list of links on the left side of my template — but I still don’t fully understand how it works.

It means: I want to have the output of this Textpattern tag <strong>wrap</strong>ped by this html <strong>tag</strong>.
