The “File uploads are disabled” message has nothing to do with file permissions; it pertains to the setting in php.ini.
Talk to your hosting provider, or, if you run your own server, turn on file_uploads in php.ini.

I concur with Kurt.
I also received the “File uploads are disabled” when running the diagnostics with my textpattern install on my web host. The ‘file’, ‘images’, and ‘tmp’ folders were all correctly set to 777. Just to test things, I did the exact same install on a different popular U.S web host… same directory structure, same settings, etc. and did not receive the error nor did I have problems uploading images or files.
My conclusion was that the problem lies with the php.ini setting on the host server as Kurt has indicated.
A possible work-around, although not as convenient, is to set up Dreamweaver or some other FTP client and simply transfer the images and files via FTP to the respective directories. Then point to the image or file URL as you normally would in textpattern (linktext:url – ).
