There is no reason why TXP should not be able to handle separate DB and web hosts—in all likelihood the installer is not lying to you. Try using some other tool, like the mysql command-line client, or phpMyAdmin, to connect to your database server from your web server using the username and password you are using in the TXP install process, to make sure you don’t have any underlying MySQL permission issues to deal with.

Also, that txpath looks a bit odd—especially the urlencoded %2f bit. I would suggest trying to go through the normal install process if at all possible.
