... connect to MySQL server on a remote machine?
Haven’t tried this, but it’s a requirement on a Txp instance running on Windows IIS… that the MySQL server is on a remote machine behind a firewall…
Would it be as simple (from the Txp side) as having something like this in the config file?
$txpcfg['host'] = '192.168.1.11:666';
grateful for any assistance that I can pass on to the boffins
(I want my TXP)

The host setting would be 192.168.1.11
in your case. The ‘666’ part is a port number; Textpattern 4.0.x doesn’t support using a non-standard MySQL port.
