After downloading the most recent upgrade, there is no .htaccess file to replace the existing file. Any suggestions?

When the viewer clicks on “comments” the following message page comes up:
The requested URL /txp/article/the-news-of-the-day was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

In addition, when the viewer clicks on the RSS/ATOM link they are taken to a display of the article mixed with code.

Any suggestions on what needs fixed?
