Edited url-only title doesn't save (4.0.1 r888)

Expected behavior: A new article draft is saved, automatically generating a url-only title. Author edits existing url-only title and it is updated when draft is saved.

Observed behavior: The url-only title is not able to be updated on any article unless the first attempt is performed while the article’s status is set to Live. After the first time the url-only title is edited and saved for a Live article, it is “unlocked” for url-only title editing from that point forward.

An easy way to test is to create a new article with the same title as another article, causing the alert “The same URL-only title is used by 2 different articles”. Then try and edit the url-only title. You’ll see it’s not possible for that new draft; it just won’t stick until you change the article to live & do it.
