Admin Plugin Request: Globas CSS Styles

Hi! I was browsind around on many Textpattern Powered sides. ANd sometimes (yes I admit it) i find something so intresting, that i want to print it out (shame on me).

But many sides are missing an @media rule in their CSS files and so, to my disappointment, The text squezes out the at the right edge, menues take over the space, in one word: rubish!

And here is my request: is it possible to write an Admin side Plugin, that adds CSS rules to ALL CSS genetated?
So to ensure, that all pages get the @media (or any other rule) without having to change all css files.
I think this would add to the consitency, and enable most Textpattern Userers easily to improve the accessebility of their sides.

You can also just highlight the text that you want ot print and choose “print selection” instrad of print all

Having an media rule for print is useless if you don't also write a print stylesheet, and I don't see how a plugin to force media rules into stylesheets would fix this.
