Probably just remove the warning? I guess it was part of a complex (and further abandoned) security policy. Only high privileged users can edit others articles, but they must be trusted anyway, so there is no point in warning.
That is fine. Might still be an idea to have that “Last modified by” part highlighted if author and last-modify user are different.
Where is that emoji for a solar powered submarine when you need it ?

Is there a markup that we can use without requiring theme tweaks? Something like .alert-block.alert-pill.warning used for sections?
