Ah yeah that’ll be the differentiator: the owner.

So what do we think makes most sense here? Is there any mileage in doing what colak suggests and adding a class to the Last Modified text so a theme can style it if they want? Or is an announce message better and more visible (and less down to the whims of a theme)?

Probably just remove the warning? I guess it was part of a complex (and further abandoned) security policy. Only high privileged users can edit others articles, but they must be trusted anyway, so there is no point in warning.

That is fine. Might still be an idea to have that “Last modified by” part highlighted if author and last-modify user are different.
