Plugins Panel, option link and managing editor - permission bits
User is set to “managing editor”, which in principle has full access to the Plugins panel. My understanding is that this includes setting options (that user role having full access to the Preferences panel). See table on the docs page.
Observation: for some plugins (ex. jcr_*_custom, smd_at_work) that offer options, the user has no access – the link loads a “restricted area” page. For other plugins (currently: com_article_image) the options link loads the Preferences panel, but the relevant options/preferences sub-tab entry is not available.
Accessing the Preferences panel directly does not give access to those prefs unlike the “publisher“ role.
The behaviour is identical on 4.8.8 and 4.9.0-dev
