Leaving this here since I’ve just encountered it…
The message “Sorry, the form could not be submitted. Please try again later.” is typically associated with some sort of server-based web application firewall (WAF) like
mod_security or Naxsi.
I’ve just witnessed Cloudflare being the cause of the same error. The
POST action on
/textpattern/index.php when I tried to deactivate a plugin threw a 403 error in the console, and the above error. When I tried to manually edit the code, saving it took me to a Cloudflare-branded page saying I was blocked.
Solution: disable Cloudflare proxy for the duration of your plugin stuff if that happens to you. I was using Tor as a DNS-busting browser, I’m sure there are ways to add in your known-good IP address(es) but the temporary disabling worked for me.
