Cloudflare (where you’re getting the captcha stuff from) has ASN-level controls either sourced from its databases of bad behaviour from recent times or provided by the client. VPNs attract bad actors, noisy neighbours etc, so a few people can spoil it for everyone on that ASN. Since many or most VPNs don’t track usage these days (apparently, I have no evidence either way), they can’t easily penalise troublemakers for ToS violations, hence the ASN filters. Same thing with Wikipedia, there are IP range and ASN blocks for whole swathes of people because of previous misbehaviours.
