Hmm. The forum New Topic button is missing from what I can see. Weird. Maybe raise an issue on github in the forum repo?

Only plugin authors, moderators, and admins are allowed to create new topics in that forum. If you have a question about a particular plugin, it is best practices to ask it in the plugin’s thread as authors normally get notifications of new posts in those threads.
