how to create tag list from keywords like here? (at the bottom of page)

Tru_tags plugin offers linked keywords of an article, an overall weighted tag cloud, tag management (review, rename, redirect) panel. Smd_tags expands taxonomy to images, files, links, custom fields, offers auto-naming, selecting, nesting, multi-tag search and much more. Maybe it is possible to link tags with no plugins, I do not know.

I still have not implemented smd_tags yet. Although tru_tags works fine for me:
- weighted tag cloud (with a category tree);
- index of keyword;
- article with linked keywords.
