Switching from utf8 to utf8mb4. Please comment.

• Are there people who need to have the full UTF-8 character set (max 4 bytes per char) in TXP instead of the currently limited UTF-8 character set (max 3 bytes per char)?
• Would reducing anyone be affected by limiting the uniqueness of the username colum to 40 chars (instead of 64) and the pref name colum to 200 chars (instead of 255)?
