No it doesn’t. Multi-level responsive menus are a bit tricky to pull off because of how you’d have to handle touch/no hover. I’d suggest using the one in Zurb Foundation or Bootstrap (I’ve used Bootstrap’s menu script in the Textpattern 4.6 admin layout update for multi-level navigation – I’m not so keen on the Foundation nav solution, it’s a bit over-engineered).

I found this example which although it uses the target pseudo element, it will do. I can organise a javascript for older versions of ie
