How to add link to comments
If you do so, just open the article full.

<txp:permlink><txp:comments_count /> com.</txp:permlink>
or 
<txp:comment_permlink><txp:comments_count /> com.</txp:comment_permlink>

?

The question is ambiguous: do you need a link to the comment form/display, or individual comments?

If you want to link anchor to an individual comment you can use txp:comment_permlink.

i also need adding automatic link if someone typed a URL on the comment box. example:
if someone wrote a URL to comment http://website.com and submitted. after that if possible automatically system add a link to that like: <a href="http://website.com">http://website.com</a> , is it possible ?

I think he means wet_commentmagic. I have a vague feeling, though, that it contradicts the intention (inner workings, respectively) of rah_comment_spam he’s also using currently.
