[FORUM] CSS for tables

In order to structure posts a little better, tables could well need a margin-bottom: 1.5em; (see table in this post)
(base.css, line 735, base.css is the correct file as all of our stylesheets have too little space below tables.)

And in order to structure tables themselves a little more:
div.postmsg th {font-weight: bold;}
(tabula css, below line 361. Oxygen & Txpish don’t need that.)
