Allow inside admin interface: doWrap, doTag, doLabel

I wanted the plugin to use one my function for public and admin interface, but it was impossible. :(

Fatal error: Call to undefined function doTag() 

Same as doWrap, doLabel

I propose to move function doWrap, doTag, doLabel from file publish/taghandlers.php to lib/txplib_html.php
This will allow them to use the admin interface, too.

All these functions are simple wrapper over the function tag(), which is defined in lib/txplib_html.php

I opened a ticket for this. Closing this to mark it processed and noted. … or should we move these somewhere? Tag?
