Navigation on admin-side

I’m investigating some navigation methods for the new default admin theme that will be formed on the back of the HTML rewrite of the admin area.

I know some plugins allow extra user defined tabs to be added to the admin area navigation – what realistically would be the most tabs (including the standard ‘content’, presentation’, ‘admin’ and ‘extensions’ that are there by default) that you’d expect the theme to handle? 7? 8? More than that?

Might mean the difference between a horizontal or vertical navigation system – obviously a vertical nav would be more accommodating to large numbers of menu items (potentially unlimited numbers) – but a horizontal (dropdown) menu might be more user friendly (I’ve got one that is both touch-friendly and keyboard navigable).
