ign_password_protect plugin count only online users after identification by the authentication form (need a refresh of the page or with some ajax magic timeout to get a live counting).
Follow Dragondz’s advice if you don’t need a password protection on your page.

Then click the “no” link in the “Active” column to change it to “yes”. Click on the “Help” link to see how to use this plugin.
The file you found is a plain PHP code. All TXP plugins need to be prepared (base64 convertion) before to be added into TXP.
Note that all plugins offered on the Textpattern CMS Ressources are converted and can be added in your TXP installation in the same way as described in the Official Textpattern CMS Documentation
