Items in the admin "Time Zone" menu

Hey everyone, Happy 2011.

Something I always wonder when setting up a new site is where the list of locations in the Time Zone menu comes from. There are like 10 cities listed in Argentina, but no Boston, USA for example. And some cities are listed with the country or US state, others not. It all seems pretty random, and I’m wondering if there’s some way to just have it list the actual time zones (offset from GMT or whatever).

It’s what’s available in http://php.net/manual/en/timezones.php.

Is there any alternative, or is that the most common solution to TZ data? Seems pretty unpolished, from an interface standpoint. Leaving Boston out being a good example. :-)
