Do you have any reasons?

Textpattern uses UTF-8, which means that all Unicode characters can be used, including Cyrillic alphabet.

I would like to decrease size of the HTML files and traffic.

Look here: Size of the original koi8-r HTML file = 87014 bytes.
Size of the output utf-8 HTML file = 150930 bytes. +73%!

As fas as i could determine, txp totally ignores any Accept-Charset headers, it always emits UTF-8. Adding support for different encodings would surely benefit non-western users with a slow net, but it would either be a huge amount of work or an ugly hack (using ob_start() and friends). Thus, i guess it will not happen.
