Don't report missing RPC files in diagnostics if RPC not enabled.

Hello,

Small request — more of a tidy-up really — for diagnostics to skip reporting of missing RPC files if the site is not configured to use RPC. One of the first things I usually do on installing TXP is to remove these files if they aren’t needed & make sure the site is setup not to use them. I then have to ignore the error messages, unneeded by myself or clients, in the diagnostics tab.

I believe Stef might have a patch for this up his sleeve somewhere. Could this be considered for addition to 4.3.0 please?
