Output a User's email address

Hey folks – I would like to be able to output any user’s email address (if it were obfuscated, awesome, but no necessary) outside of any article context. I’m imagining something like:

<txp:user_email user="userLoginName" />

That way, I could output an email address into a zem_contact form or wherever a site, and still allow a client to update it by updating their User info.

Is there a plugin or some php code that might do the trick? If no plugin exists at the moment, with some guidance maybe I could build one…(she said with trepidation).
