That’s interesting— I have no idea.

As an addendum, I thought it would be wise to mention a few other things for the sake of clarity:

1. I said that I had this code working before, but I must have been wrong. I’ve scoured my version repository, and I don’t see any changes to the _metas-dynamic form code that would affect this. I must have seen the meta_keywords tag rendering on an individual article page and assumed it was working.
2. Prior to upgrading to the 4.2.0 release candidate, I generated the keywords from smd_tags, so apparently I never tested this code in an earlier version of Textpattern.
3. Kevin’s code example used txp:keywords, not txp:meta_keywords. I must have been trying to optimize it, without paying attention to the results.
