Remove the Link From a Static Title

Is there a way to modify the <txp:permlink /> tag so that it does not link a static title? The code I am currently using is:

If you mean how do you test for whether or not an article has “sticky” status, try the wet_if_status plugin. Alternately you could use different <txp:article /> tags for sticky and live articles, and have each call a different form (or contain different tags).
