Can I upgrade from g1.19 to v4.0.8?

If so, do I just upload the appropriate files? Are there no changes to the db between these releases?

There are a number of changes to the database, but the updating mechanism should work it out. Backup first though.

There are also changes to tags some of which were deprecated. Also some of your plugins will need to be updated too.
