Yes it does because you have not assigned a form, so the default form is used. The comments and comments_form should go in a form, not the page.

For example, in your page:

<txp:article_custom id="25"  form="your_form_name" />

Assuming you have default settings, the comments_display form is used to display the comments.

If you do not assign a form, the default form is used. Comments are displayed via the comments_display form (assuming you have default TXP settings in Admin).

Because you are calling article number 25, the comments associated with that article will normally be displayed.

Best post your default form as mentioned earlier, if this does not fix your problem.

one more thing…. on the comment form there is this field : <txp:comment_email_input />

Is there a way i can make it so this is not a required field?

Preferences > Advanced: Require user’s e-mail address? – set this to “no”.

Admin > Preferences > Advanced: set ‘Apply rel=“nofollow” to comments?’ to ‘no’.
