if about is your section, then you dont need the plugin for this, simply set your permlink mode to section/title on the txp preferences page.

That’s what it’s set as! But CONTACT isn’t an article, its a page

page = actual page in the pages part of presentation (my contact page has html/php/txp tags to forms etc)

Txp doesn’t display pages. It uses pages to display articles (individual or lists). Maybe this reading helps: Understanding Textpattern Building Blocks.
If you have problems with gbp_permanent_links, post in the plugin thread, you will get help there. I agree that when you start using the plugin, it is not easy to understand how it works. But it’s a very powerful plugin, you can insert almost anything in the URL to ‘fake’ subsections.
