[request] Link exchange management?
Is there a plugin yet that will handle an automated link exchange/reciprocal link system?

No. Nothing like that. A reciprocal link system is one where someone can come to your site, enter their information, and then they are given the code to put a link on their site to you. The software checks to see if the code is present on the page they “registered” and if it is, the link to their site is displayed. The link remains as long as the other site keeps their link to you. There are a bunch of standalone cgi type thingies that do this…
