If no Articles exist

If I have a section called Jobs and there are no Articles in it, how would I display a message, or perhaps another Article by it’s ID that informed visitors that "There are currently no Jobs at this time".

In other words, how can I say to the visitors that there is nothing published in a particular section… yet/currently.
