Is there a way of emailing a comment that is posted to the website so that each comment is made into an email?

Are you asking for the author to be notified of new comments, or are you asking for users to be able to subscribe to comments?

No im asking for the administrator to be emailed the comment

Go to Admin > preferences > Mail comments to author? and click on the ‘yes’ radio button

You have to have the “Accept comments” radio button set to “Yes” for the comments prefs to appear.
