Problem when uploading plugins

I am running TXP4.0.6 on a local installation (WIN XP Home SP2) using xampplite (newest version freshly installed).
When I want to install certain (not all) plugins via the admin tab, I get the message, that the server connection was cancelled (deutsch: zurückgesetzt), while the page was loading.

This happened f.e. with rss_unlimited_categories v0.7.4, smd_gallery v0.32.txt or upm_img_popper.txt, whereas I could upload upm_file v.0.3.3.txt, stw_category_tree v1a.2.txt or smd_parent v0.1..

As I have the same problem also with older TXP-Installations running under older xampp-Versions, I guess it must be a very basic configuration issue on my side, of which I know very little.

Can someone please give me a hint in which conf/ini/htaccess-file to change what?
Every advice highly appreciated.
