Strange parse of <txp:site_url /> by txp - outputs invalid urls

The code of article:

<txp:site_url />
<a href="<txp:site_url />">Home</a>

And this is provided to user:

http://school1118.ru/<br />
<a href="http://school1118.ru/“>Home</a>

What can be wrong? Any additional information required?
P.S. Tried this on two separate sites – the same bug.

Is this in an article body?

If so then it might be affected by Textile. Try leaving a blank space at the beginning of each line to turn Textile off.

URL looks fine – isn’t it supposed to be http://school1118.ru/? If you’re talking about the smart quotes in the href attribute, then it’s Textile getting in the way. You can disable Textile as Stuart suggested, or for longer blocks, you can use notextile..
