a small request towards more consistent international clean url's

Hi y’all!

I ask the txp dev team to include the following replacement rules in the .../lib/i18n-ascii.txt file:

U+015F and U+0219 to be replaced with U+0073 (s)

and

U+0163 and U+021B to be replaced with U+0074 (t)

Thus txp will generate better URL-only titles in Romanian and other languages that use the above characters.
