plugin announcements: official policy?
I’ve noticed that some new plugin announcements land in the “Author Support” forum, while others are posted in the more general “Plugins” forum. Just so I know for future reference, is there an ordained and established Right Place for such posts?

It’s, because a some new plugin authors haven’t the needed access-levels to write a new posts on the *Author Support*-forums, because new plugin-authors aren’t granted with those permissions. After their first plugin, (a post, or what-ever) they will be granted to be a “real author”, that will have the rights to write to the Author Support-forum.
Because a permissions are granted & given manually by those high gods of this site, it’s sometimes slow and causes those wrong-place-posted posts, that will be corrected afterwards, when post authors are granted to be real plugin-authors. But in my opinion, it’s a really needed behaviour, to avoid the false posts and wrong plugin authors – thieves, in other words.

Thanks for the clarification, Jukka.
Before posting my first plugin, I e-mailed Mary to ask for posting rights to the Author Support forum. I never heard back from her (like the other devs, she’s often busy) but had no trouble posting there later. Since I never had the experience of being denied access myself, the scenario you described didn’t occur to me.

Yep.
The idea is that plugin threads go into the Author Support forum, so that it is easier to find the support thread you’re looking for, since not all the threads in “Plugins” were/are plugin author support threads. To keep people from posting there improperly, I made a user group for it. And yes, once I notice you’ve made a new plugin thread and it isn’t in the right spot, I move it, and make sure you’ll have permissions to do so next time. If I happen to miss it, you can always hit the “Report” link on your thread and let me know.
