4.0.5 on Windows 2000 server - links generated as https

clean install of 4.0.5 on Windows 2000 server –

all Txp-generated links are prefaced by https; for example:
<link rel="alternate" type="application/atom+xml" title="Atom Feed" href="https://domain.tld/index.php?atom=1" />

preflight check is okay; diagnostics below -
