where do I set the prefernces for the comments???

Hi,

I am using textpattern 4.04, am logged in as publisher. Installation all went well (no errors) and almost everything is running. I just need to find the part for setting the preferences for the comments : see http://textbook.textpattern.net/wiki/index.php?title=Preferences_Subtab#Comments to know what I am referring too. I downloaded the latest version and now I would like to change a few of these settings. I looked under Admin > Preferences but can not find here anything except the site preferences under the basic-tab and none of these options under the advanced-tab or language-tab.

Am I missing something? Where can I change the preferences for the comments?
