Ok I got it working, but I’m still unsure as to what is going on. I have a page “main” that is for everything except the front page, which is “default”. All of the sections are set to use “main” as the page. But for some reason the top level category pages use “default”—which I’m sure is how it’s designed to work but is not the flow of logic that my brain follows. Why is it always stupid mistakes that could have been solved in three seconds that take me all day to figure out??

(Thanks, the “tag trace” thing was what showed me that, “uh…hello? Where are the tags? They’re MISSING! This is the wrong page template! ARRRRG!”)

Glad you found it. Category pages indeed use the default page, if you don’t know that it can take some time to figure out what is wrong… ;) (Teaches me something as well, I shouldn’t take for granted that everyone just knows these things.)
