associate a comments thread with an image ID instead of an article ID
I assume the comment system works by associating comments with article IDs. Is there any way to have a set of comments associated with image IDs also? And file IDs? So that files and images can have comments without having to manually create a related article?

No, there isn’t; you would have to create a plugin to do it.
