Japanese lang file corrupt ?

I updated the Japanese language file (Admin > Preference > Manage Languages), then changed the UI language of TXP to Japanese.
It displayed with lots of question marks and mojibake.

Checking the file on the rpc server (http://rpc.textpattern.com/lang/ja-jp.txt) also shows the same errors.

Probably the file was/is not in UTF-8, although the headers tell it is.

Strangely, on my other test install, all characters display correctly. But I updated that one a while ago, somewhere near the end of August. According to the info pane in Firefox, the file was last modified on Tue, 05 Sep 2006 18:01:59 GMT.

Maybe incomplete, but should be fixed now: http://rpc.textpattern.com/lang/ja-jp.txt. You can update if through rpc, of course.

The file on the server looks OK now.
But when I update both my installs (Admin >Prefereces > Manage Languages), then switch from English to Japanese, nothing happens. The TXP UI remains in English.

I have French installed as well, and that works correctly.

All localhost/OS X
diagnostics says
