Category <strong>names</strong> are used for URLs, so you should only put characters in them that are valid in URLs. <strong>titles</strong> are where you would place human-friendly category names.

where do i set the title?
also, the txp:category_list tag doesnt have a title argument, only txp:category.
what gives?

In the tab that shows all the categories, click a category, you can change the title there.
txp:category_list always uses the title, not the name. When you create a category, the title is identical to the name.
