If your main text appears to be in body, maybe change the link style this way:

body a:link,
body a:visited,
body a:active,
{
background-color: #COLOUR;
}
body a:hover,
{
background-color: #HOVERCOLOUR;
}
</code>

and strip out the “style13” css in the links.

Watch your semi-colons (or lack thereof) in styles12 and 13, by the way.
