There isn’t one built into Textpattern 4.0.3, but you could convert the content to either Wordpress or Movable Type then use the built in importer to convert to TXP. It seems fairly easy to convert the content to Wordpress, then upload the file for Textpattern. Make a backup first and work locally or on a dev site if possible.
