I’m not sure about this, but I think the id="c000008" shouldn’t be in the comment permlink (leave the anchor attribute out of <txp:comment_permlink>). If you use <txp:comment_anchor /> at the top of the comment (in form ‘comments’) the anchor will be where it belongs. You do want it at the top, not at the bottom, right?
I don’t know if the fact that you can’t scroll up has anything to do with this, see if it changes if you move the anchor.
Also maybe you could find some tips in the validation results.

The problem is gone (at least for the moment). It was when clicking a comment permlink that it happened, but these have been taken out apparently.
The permlink was like <a href="http://site.com/section/article-title#c000008" id="c000008">#</a>, so it was actually linking to itself while it was at the bottom of the comment. In Firefox following this link showed the comment permlink at the top of the screen (which would be expected), but with a lot of empty space where the end of the page should have been, and no possibility to scroll upward. (I’ve never used the anchor attribute in this tag myself so I wouldn’t know if this is normal behaviour.)
