Getting a new Stylesheet to take effect

I just installed Textpattern
and borrowed the Colorsplash page and css from the TextPatterns.
I copied them in and I can see them the database. Checked after saving.
But nothing seems to be taking effect.

I can add random text to the default page and it shows.
But, if I change a color in the CSS, nothing changes.

Can you tell me how to debug or fix this.

I’ve been doing ctrl-Refresh the whole time.
I just closed all IE sessions, cleared the history, deleted the files
still not there.
Although, any text I add to the default page shows as soon as I save it.
It looks like it doesn’t find the CSS

It’s probably not a cache problem. More likely that you’re editing the wrong part of the stylesheet, or editing a different stylesheet to the one that’s used by your page template.

Thanks for the suggestions.
I installed another template and it was clear it was something mis-configured in the installation, not the templates or css.
So, I deleted and re-installed TextPattern.
And everything is working fine.
