Archive and recent article list

I’ve got two questions:

1. What is the best solution for an archive? I want something like this:

Category title

How can I do something like that?

2. How can I set multiple list tags around an recent article list?
like:

h1>Recent</h1<

li>1st post</li<

li>2nd post</li<

li>3rd post</li<

li>4th post</li<
