You can put static html where you have links to the sections (<a href="siteurl.com/about/">
) to the page template or use plugin like rdt_dynamenus or some else.

If you have more than one page you can “include” navi to the page whit <txp:output_form form="navi" />
, navi form contains your navigation( html,plugin…). I use like <txp:output_form form="head" />
where I have in the head from my html head tag, header navi… and ohter things that are same in every page.
I think templates can only been editet trought Admin, not sure. I use dreamweaver to built my site and then copy paste the div’s + else to the TXP admin.

Hi veeliam, welcome.
In TXP, you can achieve things by differents ways. As khellstr said, you can hardcode your section navigation or use a plug-in.
But there are also built-in tags that let you create a navigation list.
