Double byte language support

Hi there,

I’ve a question about general I18N support.

Here goes:

1)Why are the langauge files not saved with Byte order mark?(I think that wouldn’t harm any single byte language files,since optional per spec)

2)Is there a reason why entitiies are not escaped with there HEX values in txplib_misc.php ?
